The OCWR covers employees working for congressional offices, including members of Congress, congressional staff, and certain legislative branch agencies like the Capitol Police and the Congressional Budget Office. 

The OCWR provides a process for resolving workplace disputes. It begins with filing a complaint, followed by mediation and, if necessary, administrative hearings or court actions. This process is designed to protect the rights of legislative employees while maintaining fairness and accountability.
